This route runs from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment, then follows an approach through Bab-el-Mandeb into one of the world's warmest seas; at the far end is the port of Yanbu.

Where this route gets difficult

6 points to plan for on the Qingdao → Yanbu route

Loading port first, then the sea leg, then Yanbu and the Saudi Arabia market.

  1. Origin port

    Moving between Qingdao terminals should not mean filing twice

    Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Origin port

    Energy-storage systems follow Shandong's own ESS guide

    Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.

    What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  3. Sea corridor

    Gulf of Aden piracy is active again

    The JMIC rated the Gulf of Aden SUBSTANTIAL in September 2026, with piracy and attacks a strong possibility, and counted four merchant vessels still held after hijackings off Somalia in 2026, among them the product tanker MT HONOUR 25.

    What Anxin does: We check the carrier's routing and security surcharges for Yanbu at each booking rather than relying on an older quote.

  4. Import country

    Manifest data in FASAH 72 hours before the ship arrives

    Since 29 October 2025 the Saudi ports authority and ZATCA want cargo manifest data in FASAH at least 72 hours before arrival for ships coming from distant ports such as Qingdao, and late filing is fined. From 1 May 2026 the manifest must also carry the 6-digit HS code, cargo size data and, for dangerous goods, their type and details; a manifest with inaccurate data is rejected.

    What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Yanbu is complete well before the 72-hour point.

  5. Import country

    Arabic labels that match the SABER record

    Saudi rules want battery labels in Arabic (or Arabic and English), fixed firmly, naming the product, model, brand, 'Made in China', the supplier and the ratings, and saying whether the battery is rechargeable. The model on the carton must be the one on the SABER certificate.

    What Anxin does: We compare the label and carton photos from the factory with the model list on the certificate before stuffing, and send any mismatch back to the shipper while it can still be fixed in Qingdao.

  6. Import country

    Two SABER certificates, one of them per shipment

    Electrical batteries, including rechargeable lithium cells and packs, fall under SASO's Technical Regulation for Electrical Batteries. The importer needs a SABER product certificate from a SASO-notified body, backed by accredited test reports and a factory audit, and then a separate shipment certificate for every consignment. A product certificate alone does not clear a container at Yanbu.

    What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.

Documents & compliance

Checklist for Qingdao → Yanbu

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Qingdao

  • Confirmation whether the Dagang–Qianwan one-document pilot applies; a single cargo report filed at the first port of loading
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Stuffing plan on pallets (Saudi palletisation rule) with blocking and bracing photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the carrier and the voyage

  • Carrier's current routing into the Red Sea and any transhipment port, stated on the booking
  • Stowage remark: away from heat sources and shaded from direct sun
  • UN 38.3 test summary for every cell and battery type

At the Saudi Arabia end

  • SABER product certificate (PCoC) for each battery model, issued by a SASO-notified body
  • Invoice, bill of lading and certificate of origin with the broker for the FASAH declaration 48 hours before arrival
