Qingdao to Jubail

Lithium batteries for Jubail go from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment. On the way they face a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and they arrive at the port of Jubail.
Saudi clearance hinges on SABER certificates issued before the cargo lands. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Jubail and at customs in Saudi Arabia.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Jubail passes through it.
What Anxin does: We ask each carrier whether it is currently calling at Jubail, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.
The importer, or its broker, must complete the FASAH customs declaration with the required documents at least 48 hours before the shipment reaches Jubail. ZATCA asks for the commercial invoice, bill of lading and certificate of origin, plus product-specific documents such as the SABER certificates, so these have to be final while the ship is still at sea.
What Anxin does: We send the final invoice, packing list, bill of lading copy and certificate of origin to the importer's broker as soon as the ship sails from Qingdao, so the 48-hour FASAH filing is not waiting on documents.
Saudi Arabia treats lithium cells and packs as electrical batteries under a SASO technical regulation. Clearance at Jubail needs two SABER documents: the product certificate, issued by a SASO-notified body after accredited testing and a factory audit, and a shipment certificate raised for each consignment.
What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.
Since 8 May 2025, phased in over 12 months, containerised imports at Saudi ports have to be palletised to speed up handling and inspection. Exemptions exist for goods that cannot be palletised, such as bulk or oversized items, but only with approval. Floor-loaded battery cartons from Qingdao fall outside the rule.
What Anxin does: We plan the stuffing in Qingdao on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the Saudi Arabia import papers. We compare all three before confirming space.

Questions
In FASAH at least 72 hours before arrival for ships from distant ports such as China, and since 1 May 2026 it must include the 6-digit HS code, cargo size and the dangerous-goods details, or it is rejected.
Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
