This route runs through Qingdao's Qianwan terminals, then follows a corridor drawn through Bab-el-Mandeb and up the Red Sea; at the far end is a Red Sea port whose tariff starts charging storage on class 9 containers from the fourth day after discharge.
Saudi clearance hinges on SABER certificates issued before the cargo lands. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
A short storage-free window after discharge under the Mawani tariff, a dangerous-cargo handling surcharge, and a terminal running at record volumes.

Where this route gets difficult
Listed from loading in Qingdao to import into Saudi Arabia, each with what we do about it.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
The Red Sea is one of the warmest seas in the world. China MSA guidance asks for battery containers on deck to be shaded from direct sun and kept away from heat sources.
What Anxin does: We put the stowage request (shaded, away from heat) on the booking and in the DG declaration remarks.
Class 9 lithium battery containers are not on Mawani's direct-delivery list (that is reserved for classes 1, 5 and 7), so they can be stored at the port. But the Saudi Ports Authority tariff exempts import containers from storage charges only for the first 3 days after discharge, and dangerous cargo is charged extra for handling. A container that lands before its SABER shipment certificate is ready starts paying almost immediately.
What Anxin does: We line up the shipment certificate, invoice and packing list with the importer's broker before the vessel reaches Jeddah Islamic Port, so clearance can start on the day of discharge.
Saudi Arabia treats lithium cells and packs as electrical batteries under a SASO technical regulation. Clearance at Jeddah Islamic Port needs two SABER documents: the product certificate, issued by a SASO-notified body after accredited testing and a factory audit, and a shipment certificate raised for each consignment.
What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Saudi Arabia before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Jeddah Islamic Port.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Storage charges from day 4 while documents are completed | Jeddah Islamic Port | Shipment certificate and broker instructions ready before arrival | Importer / broker, prompted by Anxin |
| No shipment certificate when the container lands | Clearance at the discharge port | SCoC requested as soon as documents are final; certificate number checked before the vessel's arrival | Importer, with Anxin reminders |
Questions
In FASAH at least 72 hours before arrival for ships from distant ports such as China, and since 1 May 2026 it must include the 6-digit HS code, cargo size and the dangerous-goods details, or it is rejected.
The JMIC rated the Gulf of Aden SUBSTANTIAL in September 2026, with piracy and attacks a strong possibility, and four merchant vessels hijacked off Somalia in 2026 were still held. We confirm the carrier's routing and security surcharges at each booking.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
