This route runs from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment, then follows a Southeast Asian sea passage with no canal on the way; at the far end is the port of Legazpi.
In the Philippines the importer must be accredited in CPRS before any entry is lodged. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
Advance manifest, CPRS accreditation and typhoon planning are the Philippine essentials.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Legazpi and the Philippines import file.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
PAGASA reports that about 20 tropical cyclones enter the Philippine Area of Responsibility each year, 8-9 of them crossing the islands. Ports such as Legazpi suspend operations when storm signals are raised, and inter-island feeder legs stop sailing, so a battery container can wait at a transhipment port as well as at Legazpi itself.
What Anxin does: In the typhoon months we ask the consignee to have its customs entry ready before arrival, so the container can leave Legazpi as soon as operations restart.
The Bureau of Customs only accepts import declarations from importers registered and accredited in its Client Profile Registration System. For a new consignee at Legazpi, that is the first thing to check.
What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.
CAO 15-2020 gives consolidators a separate deadline: their manifest is due 24 or 12 hours before arrival, depending on the voyage. LCL battery cargo for Legazpi depends on the consolidator having the DG details in time.
What Anxin does: For LCL shipments we pass the DG data to the consolidator at booking, so its manifest is complete before the Philippine cut-off.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Philippines import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Entry cannot be lodged for an unaccredited importer | Philippine port of discharge | Accreditation checked at quotation | Importer |
Questions
Twenty-four hours before arrival for voyages of 72 hours or less, 48 hours for longer ones, under CAO 15-2020.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
