From Qingdao to Sohar, cargo moves through Qingdao's Qianwan terminals, crosses a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and is discharged at Sohar, where the agent's DG manifest goes to both Port Control and the Marine Safety Officer.
On the Omani side the electronic manifest has to be in Bayan a day and a half before the ship. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
A dangerous cargo manifest to Port Control and the Marine Safety Officer before the vessel is allowed in.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Sohar and the Oman import file.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
Every lithium battery container leaving Qingdao needs a cargo safe-carriage report and a ship's dangerous goods permit filed with the Maritime Safety Administration by a certified declarant, and a container packing certificate signed by a certified inspector who watched the stuffing. Separately, customs must have appraised the packaging in use; export of dangerous goods in unappraised packaging is not allowed.
What Anxin does: We work only with packing sites and declarants holding the required certificates, and we collect the packaging use-appraisal result before the container is stuffed.
India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
At SOHAR Port the agent sends the dangerous cargo manifest to the Port Control Centre and the Marine Safety Officer before arrival, and Port Control then accepts the vessel or not. Class 9 batteries do not need the four-ministry approval required for classes 1 and 7, but they have to be on that manifest correctly, with an MSDS in the vessel's documents.
What Anxin does: We make sure the class 9 details and SDS the carrier holds for Sohar match the shipper's declaration before the ship leaves Qingdao.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the Oman import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Monsoon seas cause cargo shift or delays | Arabian Sea, Jun–Sep | CINS stuffing checks; slack in the delivery plan | Packing site / carrier |
| Manifest error delays vessel entry | SOHAR Port | DG data checked before departure | Agent / carrier |
