This route runs out of Qingdao on the Yellow Sea, where April to July is fog season, then follows the monsoon-driven seas of Southeast Asia; at the far end is the port of Penang.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Penang and at customs in Malaysia.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
From about November to March the north-east monsoon drives rough seas across the southern South China Sea; MetMalaysia issues strong-wind and rough-sea warnings for the waters off Peninsular Malaysia's east coast, Sarawak and Sabah. A container for Penang spends part of its voyage there.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
Since 1 January 2026 new accumulators for vehicles of headings 87.01-87.05, 87.09 and 87.11 need a MITI Approved Permit, applied for through ePermit and supported by SIRIM certification. The permit is valid for six months, so a shipment to Penang has to arrive while it is still current.
What Anxin does: For EV or motorcycle batteries going to Penang, we ask the importer for the AP number and its expiry date before booking, and time the sailing inside it.
Adapters and chargers are among the 34 categories of regulated electrical equipment in Malaysia. Importing them needs a Certificate of Approval from the Energy Commission under regulation 97, and they must carry the label required by regulation 98, so a battery product shipped with its charger to Penang needs both.
What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Qingdao.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Malaysia import file. We check the three against each other before the booking is confirmed.
