Qingdao to Kuantan

This route runs out of Qingdao on the Yellow Sea, where April to July is fog season, then follows the monsoon-driven seas of Southeast Asia; at the far end is the port of Kuantan.
In Malaysia vehicle batteries need an Approved Permit and chargers an Energy Commission approval. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Kuantan and the Malaysia import file.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas off the east coast of Peninsular Malaysia, western Sarawak and eastern Sabah, with strong-wind and rough-sea warnings for the South China Sea. Routes to Kuantan cross those waters in the season, and a rough crossing tests the stow.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
MITI's 2026 control on vehicle accumulators covers new batteries only; used batteries are not allowed under it. Second-life or refurbished packs for Kuantan should be checked against the rules before anything is booked.
What Anxin does: We ask for the battery's condition and history at quotation, and decline to book used vehicle batteries for Malaysia until the importer has confirmed they may enter.
MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas to the east coast of Peninsular Malaysia and western Sarawak. At Kuantan that means weather delays to berthing and cargo work during the season.
What Anxin does: For winter arrivals at Kuantan we tell the consignee to expect weather delays and keep its customs entry ready so the container can move when work resumes.
Malaysia put new vehicle accumulators under an Approved Permit from 1 January 2026. The importer applies through ePermit with SIRIM certification, and the six-month validity means the container for Kuantan must be cleared before the AP lapses.
What Anxin does: For EV or motorcycle batteries going to Kuantan, we ask the importer for the AP number and its expiry date before booking, and time the sailing inside it.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the Malaysia import papers. We compare all three before confirming space.

Yes. Adapters and chargers are regulated equipment; the importer needs an Energy Commission Certificate of Approval and the required label.
From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
