This route runs through Qingdao's Qianwan terminals, then follows a Bab el-Mandeb and Suez passage into the Mediterranean; at the far end is the port of Beirut.

On the Lebanese side customs looks at who paid what, with the contract of sale and proof of payment in the file. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Fog season Apr–Jul
  • Qianwan export
  • Proof of payment and sales contract
  • Social Security quietus (commercial importers)

Route profile

How Qingdao → Beirut differs from other lanes

Origin port

Qingdao (Qianwan)

Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

Where Qingdao → Beirut shipments get held up: 5 points

Listed from loading in Qingdao to import into Lebanon, each with what we do about it.

  1. Origin port

    Shandong's provincial guide for ESS

ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  2. Origin port

One filing for transhipment between Qingdao terminals

Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.

What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  3. Sea corridor

The canal is open; the risk sits further south

The JMIC's September 2026 update put the northern Red Sea and the Suez Canal at MODERATE, with two-way transits and container lines selectively returning, and the Eastern Mediterranean at LOW. On this corridor the exposure lies at the southern entrance of the Red Sea, not at the canal itself.

What Anxin does: We check before each booking whether the service has changed routing since the last quote.

  4. Import country

Proof of payment and the sales contract go to customs

Lebanon's import file is longer than most: a SAD-based declaration, the bill of lading, packing list, original commercial invoice, a delivery order proving ownership, proof of payment showing the exact value of the shipment and the contract of sale between importer and seller. If the payment evidence does not match the invoice value, clearance at Beirut stalls.

What Anxin does: We make sure the invoice value, the sales contract and the payment reference the buyer will show customs all describe the same shipment before the documents are released.

  5. Import country

Conformity certificates or licences where the goods require them

Lebanon may require import licences or certificates of conformity to mandatory standards depending on the product. Which documents apply to a given battery is for the Lebanese importer to confirm before shipment, because they are presented with the SAD declaration at Beirut.

What Anxin does: We ask the importer before booking which conformity documents or licences it needs for these batteries.

Documents & compliance

Documents to line up for Qingdao → Beirut

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Qingdao end

  • Confirmation whether the Dagang–Qianwan one-document pilot applies; a single cargo report filed at the first port of loading
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Origin stated on the invoice (or a certificate of origin)

For the shipping line

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into Lebanon

  • Proof of payment of the exact shipment value and the contract of sale
  • Social Security quietus valid on the SAD registration date

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Lebanon import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Qingdao → Beirut: questions we are asked

A SAD-based declaration, bill of lading, packing list, original invoice, delivery order, proof of payment of the exact value and the contract of sale; commercial importers add a Social Security quietus.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
