From Qingdao to Liepaja, cargo moves through Qingdao's Qianwan terminals, crosses a Suez-or-Cape voyage that ends with the Danish straits and the Baltic, and is discharged at the port of Liepaja.
Latvia applies the EU Battery Regulation, starting with registration in its own national producer register. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.

Where this route gets difficult
Loading port first, then the sea leg, then Liepaja and the Latvia market.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Cargo for Liepaja has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
The Battery Regulation makes registration national: whoever first makes batteries available in Latvia must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Latvia cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Latvia.
What Anxin does: At booking we ask which company is the producer of record in Latvia and for its registration number there, so a missing registration surfaces while the goods are still in Qingdao rather than after discharge in Liepaja.
Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Latvia increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Latvia we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Latvia are already asking suppliers for the supply-chain data they will need.
What Anxin does: We pass the Latvia buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Latvia before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Liepaja.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Feeder operator does not accept the UN numbers | North Sea hub | DG acceptance for the feeder leg confirmed | Anxin with the carrier |
| No producer registration in Latvia when the goods arrive | Latvia market surveillance | Producer of record and registration number confirmed at booking | Importer / brand owner |
| Storage system delivered without Annex V test file | Buyer in Latvia | Test documentation confirmed before booking | Manufacturer |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
