Where this route gets difficult

5 points to plan for on the Qingdao → Shuwaikh route

In the order the cargo meets them: at the loading port, at sea, at Shuwaikh and at customs in Kuwait.

  1. Origin port

    Qingdao's fog season runs April to July

    The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.

    What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  2. Origin port

    Shandong's provincial guide for ESS

    ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

    What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  3. Sea corridor

    Every Gulf call passes a SEVERE-rated Hormuz

    Shuwaikh lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.

    What Anxin does: We ask each carrier whether it is currently calling at Shuwaikh, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Import country

    Legalised invoice and origin certificate

    Kuwait asks for a commercial invoice in one original and two copies, legalised by a chamber of commerce, a legalised certificate of origin, a stamped packing list and three copies of the bill of lading. Legalisation happens in China before the documents travel, so it has to be planned alongside the booking.

    What Anxin does: We start the chamber legalisation of the invoice and certificate of origin in China as soon as the invoice is final, so the originals reach the Kuwaiti agent before the ship arrives in Shuwaikh.

  5. Import country

    Consignee on the B/L = Kuwaiti licence holder

    For Shuwaikh, the bill of lading needs the name of the Kuwaiti import licence holder, who must be a Kuwaiti citizen or a broker registered with the Ministry of Commerce and Industry. The licence runs for a year and covers several shipments.

    What Anxin does: We ask the buyer for the licence holder's exact company name before the bill of lading is drafted and use it as consignee.
