Where this route gets difficult

Where Qingdao → Shuaiba shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at Shuaiba and at customs in Kuwait.

  1. Origin port

    Qingdao fog, April to July

    The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.

    What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  2. Origin port

    One filing for transhipment between Qingdao terminals

    Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  3. Sea corridor

    GNSS jamming across the approaches

    The JMIC reports persistent GNSS jamming and spoofing across the Hormuz approaches, the Gulf of Oman and the Arabian Gulf, and rates the Gulf of Oman and the Arabian Sea MODERATE. Anomalous AIS positions and speeds are reported in the same areas, so vessel positions shown in tracking tools are less reliable there.

    What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Shuaiba.

  4. Import country

    Clearance only through a local agent

    Kuwait Customs deals only with local agents, who clear goods with a letter of representation and an end-user letter. The importer's agent therefore needs both letters, as well as the DG documents, before the container is discharged at Shuaiba.

    What Anxin does: We confirm the importer's customs agent at booking and send it the DG declaration and SDS together with the commercial documents.

  5. Import country

    Invoice and certificate legalised in China

    The Kuwaiti document set is formal: an original and two copies of the invoice with chamber legalisation, a legalised certificate of origin, a stamped packing list and three bill of lading copies.

    What Anxin does: We start the chamber legalisation of the invoice and certificate of origin in China as soon as the invoice is final, so the originals reach the Kuwaiti agent before the ship arrives in Shuaiba.

Qingdao → Shuaiba: questions we are asked

The import licence holder, a Kuwaiti citizen or Kuwait-based broker registered with the Ministry of Commerce and Industry, whose name must appear on the bill of lading.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
