From Qingdao to Aqaba, cargo moves through Qingdao's Qianwan terminals, crosses a corridor drawn through Bab-el-Mandeb and up the Red Sea, and is discharged at a terminal that decides, box by box, whether dangerous goods go to the yard or straight onto trucks.
On the Jordanian side the importer needs an importer's card, or pays a customs bond, before goods clear. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
The drawn corridor enters the Red Sea through Bab-el-Mandeb, where Saudi-linked shipping was being threatened in September 2026, and ends in one of the warmest seas in the world.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Aqaba and the Jordan import file.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
The last leg to Aqaba runs through one of the world's warmest seas, and China MSA guidance asks for battery containers stowed on deck to be shaded from direct sun and kept clear of heat sources.
What Anxin does: We put the stowage request (shaded, away from heat) on the booking and in the DG declaration remarks.
Under the Aqaba Special Economic Zone Authority's rules, undeclared or misdeclared dangerous goods are fined, leaking DG containers can be refused and hazardous waste is not allowed. Used or returned batteries described as ordinary cargo are exactly the kind of shipment that falls foul of this.
What Anxin does: We ship only new batteries declared under their correct UN number to Aqaba, and check the SDS and declaration match before loading.
Jordanian customs declarations are electronic and can only be filed by an authorised forwarding agent; English invoices are accepted as long as the importer adds an Arabic translation.
What Anxin does: We send the invoice and packing list to the forwarding agent early enough for the Arabic translation and electronic filing to be done before discharge at Aqaba.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Jordan before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Aqaba.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Fine for misdeclared dangerous goods | Aqaba (ASEZA) | Declaration checked against the SDS | Shipper / Anxin |
Questions
No, but the importer must provide an Arabic translation, and only an authorised forwarding agent can file the electronic customs declaration.
The JMIC rated the Gulf of Aden SUBSTANTIAL in September 2026, with piracy and attacks a strong possibility, and four merchant vessels hijacked off Somalia in 2026 were still held. We confirm the carrier's routing and security surcharges at each booking.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
