Lithium batteries for Tanjung Emas go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face a Southeast Asian sea passage with no canal on the way, and they arrive at the port of Tanjung Emas.
On the Indonesian side the importer's approvals matter: SNI for primary cells and an import approval for used batteries. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
For Indonesia: early arrival notice, a manifest that matches the DG papers, SNI for primary cells.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Tanjung Emas and the Indonesia import file.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Routes from northern China to Tanjung Emas go through the Taiwan Strait, whose funnel effect makes winds 1-2 Beaufort levels stronger than outside. In winter and spring the north-east monsoon brings force 7 or more on about two-thirds of days, which is hard on a load that has not been braced.
What Anxin does: We ask for blocking and bracing photos before the container is closed in Qingdao, checked against the CINS stuffing guidance for lithium batteries.
Land around Semarang's Tanjung Emas port is sinking by up to about 100 mm a year, which makes tidal flooding (rob) worse. Water in the yard or on access roads is a real risk for battery containers waiting at Tanjung Emas.
What Anxin does: We ask the consignee to collect battery containers from Tanjung Emas quickly and, where flooding is forecast, to avoid leaving them on low ground.
Permenperin 69/2024 made the SNI standard mandatory for primary batteries from 20 May 2025. Primary cells shipped to Tanjung Emas without SNI certification and marking cannot be imported or sold, which matters for mixed shipments of devices and spare cells.
What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Indonesia before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Tanjung Emas.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
Questions
The arrival notice goes in at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before unloading.
From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
