Lithium batteries for Panjang go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face Southeast Asian waters, with their typhoon and monsoon seasons, and they arrive at the port of Panjang.
Indonesia adds a carrier arrival notice 24 hours ahead and an inward manifest before unloading. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Panjang and at customs in Indonesia.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
From about November to March the north-east monsoon drives rough seas across the southern South China Sea; MetMalaysia issues strong-wind and rough-sea warnings for the waters off Peninsular Malaysia's east coast, Sarawak and Sabah. A container for Panjang spends part of its voyage there.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
Indonesian customs rules (PMK 158) want the carrier's arrival notification at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before any cargo is unloaded at Panjang. Discrepancies in the DG description then hold the container.
What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Qingdao, so the Indonesian manifest matches the DG declaration.
Permenperin 69/2024 made the SNI standard mandatory for primary batteries from 20 May 2025. Primary cells shipped to Panjang without SNI certification and marking cannot be imported or sold, which matters for mixed shipments of devices and spare cells.
What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the Indonesia import papers. We compare all three before confirming space.

Primary batteries have needed SNI certification and marking since 20 May 2025. Lithium-ion packs should be checked by the importer against the current SNI list.
From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.
