Lithium batteries for Makassar go from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment. On the way they face the monsoon-driven seas of Southeast Asia, and they arrive at the port of Makassar.
Indonesia adds a carrier arrival notice 24 hours ahead and an inward manifest before unloading. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
Arrival notice and manifest before unloading, SNI for primary batteries, and controlled imports for anything used.

Where this route gets difficult
Listed from loading in Qingdao to import into Indonesia, each with what we do about it.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas off the east coast of Peninsular Malaysia, western Sarawak and eastern Sabah, with strong-wind and rough-sea warnings for the South China Sea. Routes to Makassar cross those waters in the season, and a rough crossing tests the stow.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
Permendag 25/2021 lists goods that must carry Indonesian-language labels when sold in Indonesia. Whether a battery product going to Makassar is on the list should be checked by the importer before the retail packaging is printed.
What Anxin does: For retail-packed goods we ask the importer to confirm the labelling requirement before production is packed in Qingdao.
Under PMK 158 the carrier notifies arrival 24 hours ahead and files the inward manifest before unloading. For a battery container from Qingdao, the manifest's description has to match the DG papers exactly.
What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Qingdao, so the Indonesian manifest matches the DG declaration.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Indonesia import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Cargo shift in winter monsoon seas | Southern South China Sea, Nov-Mar | Checked stowage and bracing | Packing site, checked by Anxin |
| Container held for a manifest mismatch | Indonesian port of discharge | Manifest data checked against the DG declaration | Carrier, with data from Anxin |
Questions
The arrival notice goes in at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before unloading.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
