Lithium batteries for Rostock go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face a Suez-or-Cape voyage that ends with the Danish straits and the Baltic, and they arrive at the port of Rostock.

Where this route gets difficult

What to watch between Qingdao and Rostock: 6 points

In the order the cargo meets them: at the loading port, at sea, at Rostock and at customs in Germany.

  1. Origin port

    Moving between Qingdao terminals should not mean filing twice

    Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Origin port

    Qingdao fog, April to July

    The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.

    What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  3. Sea corridor

    Through the Danish straits, possibly on a feeder

    Cargo for Rostock has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.

    What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.

  4. Import country

    The truck leg out of Rostock runs under ADR

    Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Germany has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.

    What Anxin does: We give the Germany haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Qingdao.

  5. Import country

    Supply-chain due diligence moved to August 2027

    The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Germany are already asking suppliers for the supply-chain data they will need.

    What Anxin does: We pass the Germany buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

  6. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Germany for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Germany we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.
