This route runs from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is a port run under its own dangerous-goods ordinance, which tracks every class 9 box electronically from the Elbe to the rail siding.

Where Qingdao → Hamburg shipments get held up: 5 points

  1. Origin port

    Shandong's provincial guide for ESS

    ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

    What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  2. Sea corridor

    Drawn via Suez, sailed mostly via the Cape

    The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Hamburg decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

    What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Destination port

    Terminal space for class 9 is limited by quantity and distance rules

    Packaged dangerous goods may stay temporarily on a Hamburg terminal only within the ordinance's quantity limits, safety distances and fire-protection measures, or the limits in that site's own permit. Battery containers therefore compete for a limited number of dangerous-goods slots, and a box that waits for customs or trucking occupies one.

    What Anxin does: We ask the importer to have customs release and onward transport arranged before arrival, so a battery container does not need to wait on the terminal.

  4. Import country

    ICS2 entry summary before loading, not before arrival

    EU pre-arrival security filing moved to ICS2 Release 3: sea cargo needs a complete Entry Summary Declaration, and forwarders issuing house bills of lading have had to file or pass house-level data since 1 April 2025. For deep-sea containers the ENS is due 24 hours before loading at the departure port, and carriers apply 'no manifest, no load'. A missing EORI number is enough for the filing to be rejected.

    What Anxin does: We collect the consignee's EORI number, a goods description at HS level and the house-level parties at booking, and make sure they reach whoever files the ENS ahead of the Qingdao loading cut-off.

  5. Import country

    The importer's name and address on the battery

    The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Germany importer's details need to reach the factory before printing.

    What Anxin does: We pass the Germany importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

Questions

Common questions on the Qingdao → Hamburg route

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Germany requires. Both have applied since 18 August 2024.

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
