This route runs out of Qingdao on the Yellow Sea, where April to July is fog season, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is the port of Saint-Nazaire.

What to watch between Qingdao and Saint-Nazaire: 5 points

In the order the cargo meets them: at the loading port, at sea, at Saint-Nazaire and at customs in France.

  1. Origin port

    One filing for transhipment between Qingdao terminals

    Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Sea corridor

    Container losses off South Africa

    Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Import country

    Battery label from August 2026, QR code from February 2027

    The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.

    What Anxin does: Before booking we ask the France importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

  4. Import country

    The importer's name and address on the battery

    A battery entering France has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Saint-Nazaire.

    What Anxin does: We pass the France importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  5. Import country

    Due diligence on battery raw materials from August 2027

    Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in France are already collecting the supply-chain information they will need.

    What Anxin does: We pass the France buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance

What to have ready: Qingdao to Saint-Nazaire

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Qingdao

  • Confirmation whether the Dagang–Qianwan one-document pilot applies; a single cargo report filed at the first port of loading
  • Substance declaration covering mercury, cadmium and lead limits
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the carrier and the voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Consignee EORI and HS-level description to the ENS filer before loading

For import into France

  • Label and QR-code status against the August 2026 and February 2027 dates
  • Instructions and safety information in the language France requires
  • Haulier in France briefed with UN number, class 9 and tunnel code (E) for the road leg

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the France import papers. We compare all three before confirming space.

Questions

Common questions on the Qingdao → Saint-Nazaire route

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language France requires. Both have applied since 18 August 2024.

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
