Where this route gets difficult

5 points to plan for on the Qingdao → Boulogne-sur-Mer route

  1. Origin port

    One filing for transhipment between Qingdao terminals

    Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Sea corridor

    Drawn via Suez, sailed mostly via the Cape

    The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Boulogne-sur-Mer decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

    What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

    Industrial and EV batteries now need an eco-organisme too

    Until 2025 the French batteries stream covered portable batteries. From 18 August 2025 producers of all five categories, including industrial and EV batteries, must join an approved eco-organisme or have an individual system approved. Batribox and ecosystem hold approvals for all categories to the end of 2030; Corepile's members now deal with ecosystem.

    What Anxin does: For storage and industrial packs we ask which eco-organisme covers the category, because an ESS shipment to Boulogne-sur-Mer falls under the same rule as consumer cells.

  4. Import country

    Instructions and safety information in the language of France

    Importers must make sure batteries come with instructions and safety information in a language end-users in France easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.

    What Anxin does: We ask the importer which language France requires and check carton and insert photos against it before loading.

  5. Import country

    Supply-chain due diligence moved to August 2027

    The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in France are already asking suppliers for the supply-chain data they will need.

    What Anxin does: We pass the France buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.
