This route runs through Qingdao's Qianwan terminals, then follows a long Europe voyage extended through the Danish straits into the Baltic; at the far end is the port of Vaasa.

Where this route gets difficult

5 points to plan for on the Qingdao → Vaasa route

Loading port first, then the sea leg, then Vaasa and the Finland market.

  1. Origin port

    One filing for transhipment between Qingdao terminals

    Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Sea corridor

    Ice-class restrictions in the northern Baltic

    Every winter Finland's Transport Infrastructure Agency sets traffic restrictions for its ports: only ships of a stated ice class and deadweight get icebreaker assistance. Exemption requests must be in at least three working days before arrival, and the restrictions for the Baltic are published on baltice.org. A feeder without the right ice class may not be allowed to call at Vaasa in the restriction period.

    What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Vaasa and ask the carrier to confirm that the final feeder has the required ice class before we book.

  3. Import country

    CE marking and a declaration of conformity in the right language

    The importer in Finland carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Finland asks for, have both been required since 18 August 2024 for batteries entering the EU market.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Finland importer. We check that the documents exist and match the goods; we do not assess conformity.

  4. Import country

    Battery label from August 2026, QR code from February 2027

    Two marking dates fall into current shipping plans for Finland: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.

    What Anxin does: Before booking we ask the Finland importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

  5. Import country

    The truck leg out of Vaasa runs under ADR

    Road delivery from Vaasa is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

    What Anxin does: We give the Finland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Qingdao.

What to have ready: Qingdao to Vaasa
