Lithium batteries for Oulu go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face a long Europe voyage extended through the Danish straits into the Baltic, and they arrive at the port of Oulu.

Where this route gets difficult

5 pain points from Qingdao to Oulu

In the order the cargo meets them: at the loading port, at sea, at Oulu and at customs in Finland.

  1. Origin port

    Qingdao fog, April to July

    The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.

    What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  2. Sea corridor

    The Danish straits and a possible feeder change

    Every box for Oulu passes the Danish straits, where IMO recommends pilotage on Route T for ships with a draught of 11 m or more and the Danish Maritime Authority reports non-compliant ships to their flag state. If the container is moved to a feeder at a North Sea port, that second vessel must also accept the UN numbers.

    What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.

  3. Import country

    CE marking and a declaration of conformity in the right language

    Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Finland requires, and the importer is the one who must check both before the goods are released for sale.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Finland importer. We check that the documents exist and match the goods; we do not assess conformity.

  4. Import country

    Due diligence on battery raw materials from August 2027

    Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Finland are already collecting the supply-chain information they will need.

    What Anxin does: We pass the Finland buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

  5. Import country

    Mercury, cadmium and lead limits in portable batteries

    Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Finland can ask the importer to show that the goods meet these limits.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Finland importer; we do not test batteries.
