From Qingdao to Hamina, cargo moves out of Qingdao on the Yellow Sea, crosses a long Europe voyage extended through the Danish straits into the Baltic, and is discharged at the port of Hamina.
The Finnish side adds producer registration to the EU battery rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.

Where this route gets difficult
Loading port first, then the sea leg, then Hamina and the Finland market.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Every winter Finland's Transport Infrastructure Agency sets traffic restrictions for its ports: only ships of a stated ice class and deadweight get icebreaker assistance. Exemption requests must be in at least three working days before arrival, and the restrictions for the Baltic are published on baltice.org. A feeder without the right ice class may not be allowed to call at Hamina in the restriction period.
What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Hamina and ask the carrier to confirm that the final feeder has the required ice class before we book.
A battery entering Finland has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Hamina.
What Anxin does: We pass the Finland importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Finland requires, and the importer is the one who must check both before the goods are released for sale.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Finland importer. We check that the documents exist and match the goods; we do not assess conformity.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Finland import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Feeder lacks the ice class required under winter restrictions | Northern Baltic, winter | Ice class confirmed at booking | Carrier, checked by Anxin |
| Declaration of conformity missing or not in the required language | Importer in Finland | Declaration and CE photo collected before loading | Manufacturer / importer |
| Importer details missing from battery and packaging | Importer in Finland | Address block sent to the factory before packing | Manufacturer / importer |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
