From Qingdao to Sokhna, cargo moves from Shandong through Qingdao's Qianwan terminals, crosses an approach through Bab-el-Mandeb into one of the world's warmest seas, and is discharged at the port of Sokhna.

On the Egyptian side the ACI system needs the exporter on CargoX and the documents uploaded before the ship arrives. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Fog season Apr–Jul
  • Qianwan export
  • ACID number on the B/L
  • Exporter verified on CargoX
  • Importers Register entry (GOEIC)

Route profile

What sets Qingdao → Sokhna apart

Sea corridor

Asia – Red Sea & Gulf of Aden

The drawn corridor enters the Red Sea through Bab-el-Mandeb, where Saudi-linked shipping was being threatened in September 2026, and ends in one of the warmest seas in the world.

Import country

Egypt

Egypt's ACI system starts in China: no ACID on the bill of lading means the box is not unloaded.

Where this route gets difficult

5 points to plan for on the Qingdao → Sokhna route

Loading port first, then the sea leg, then Sokhna and the Egypt market.

  1. Origin port

One filing for transhipment between Qingdao terminals

Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.

What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Origin port

    Shandong's provincial guide for ESS

ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  3. Sea corridor

Bab el-Mandeb: a selective blockade in a narrower strait

The JMIC rated Bab el-Mandeb and the southern Red Sea SUBSTANTIAL on 24 September 2026. The Houthis frame the blockade they declared on 20 July as selective against Israeli-, Saudi- and Yemeni-government-linked ships, and now hold the mainland opposite the strait and Perim Island, which shortens the range of any attack. Traffic continues: 95 cargo ships passed in the 96 hours to 23 September.

What Anxin does: We ask the carrier how its vessel to Sokhna is routed and whether any war-risk surcharge applies, and get both in writing before booking.

  4. Import country

The exporter must be verified on CargoX

Under ACI the foreign exporter, here the Chinese shipper, has to register and be verified on the CargoX platform, and for sea freight must upload the commercial invoice, bill of lading, packing list and certificate of origin at least 48 hours before the vessel arrives. A shipper that has never exported to Egypt needs time to complete that verification.

What Anxin does: We check with the shipper in Qingdao that its CargoX account is verified before booking, and remind it to upload the document set as soon as the bill of lading is issued.

  5. Import country

The broker needs a registered power of attorney or a Nafeza authorisation

Under Customs Law No. 207 of 2020 and its Executive Regulations, a broker can only clear a private-sector shipment in Egypt with an official power of attorney through the Real Estate Registry or an electronic authorisation on Nafeza. Without it the broker at Sokhna cannot act for the importer, however complete the ACI file is.

What Anxin does: We ask the importer which broker will clear the container and whether its Nafeza authorisation is in place before the ship arrives.

Documents & compliance

Documents to line up for Qingdao → Sokhna

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

In Qingdao, before the box is loaded

  • Confirmation whether the Dagang–Qianwan one-document pilot applies; a single cargo report filed at the first port of loading
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • ACID number from the importer, printed on B/L draft, invoice and packing list

For the carrier and the voyage

  • Carrier's current routing into the Red Sea and any transhipment port, stated on the booking
  • Stowage remark: away from heat sources and shaded from direct sun
  • UN 38.3 test summary for every cell and battery type

For the importer in Egypt

  • Broker's power of attorney or Nafeza e-authorisation
  • Importers Register status (GOEIC)

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Egypt before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Sokhna.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Qingdao → Sokhna: questions we are asked

Register and be verified on CargoX, then upload the invoice, bill of lading, packing list and certificate of origin at least 48 hours before the vessel arrives.

Either through Bab-el-Mandeb, on the same vessel or after transhipment, or the long way round Africa and south through the Suez Canal. Container lines were being selective in September 2026, so we ask each carrier for its current routing and name it, with any risk surcharge, in the quote.

Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
