This route runs from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment, then follows a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane; at the far end is the port of Port Said.
Egyptian customs will not unload a bill of lading without an ACID number. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
For Egypt the exporter's CargoX account and the importer's ACID number matter as much as the DG paperwork.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Port Said and the Egypt import file.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Port Said the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Port Said uses and name it on the quote, together with any war-risk or emergency surcharge.
For Port Said, the 19-digit ACID number is generated by the Egyptian importer on Nafeza before departure and printed on the bill of lading and every other shipping document. Egyptian Customs does not let cargo without one be unloaded; it is sent back at the carrier's cost.
What Anxin does: We do not release a booking for Port Said until the importer has sent the ACID number, and we check it appears on the bill of lading draft, invoice and packing list.
Egypt replaced its Importers Register rules with Ministerial Decree No. 271 of 2026 from 22 July 2026. GOEIC decides on complete applications within 15 days, is moving registration, renewals and data updates online, and now allows time-limited registration for companies below 51% Egyptian ownership. A buyer whose entry has lapsed or is still pending cannot import the goods in its own name.
What Anxin does: We ask the Egyptian buyer to confirm its Importers Register status before we book the container for Port Said.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Egypt before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Port Said.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Cargo not unloaded and re-shipped for a missing ACID | Egyptian port of discharge | ACID checked on the B/L draft before release | Importer / Anxin |
Questions
A 19-digit number the Egyptian importer obtains on Nafeza before the shipment departs; it must be on the bill of lading and all shipping documents, or the cargo is not unloaded.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
