This route runs out of Qingdao on the Yellow Sea, where April to July is fog season, then follows a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane; at the far end is the port of Dhekelia.
Cyprus applies the EU Battery Regulation, starting with registration in its own national producer register. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Dhekelia and at customs in Cyprus.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
The 43% of Mediterranean services not using the Red Sea sail round the Cape of Good Hope, then back through Gibraltar. SAMSA estimates about 200 of the 576 containers lost at sea in 2024 went overboard near the Cape, 35% of the year's total.
What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Cyprus importer's details need to reach the factory before printing.
What Anxin does: We pass the Cyprus importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
For Dhekelia, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Qingdao. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Qingdao cut-off.
Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Cyprus increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Cyprus we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Cyprus import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Heavy weather off South Africa on a Cape sailing | Cape of Good Hope | CINS stuffing checks | Packing site, checked by Anxin |
| ENS not filed and the box is refused at loading | Loading port, Qingdao | EORI and house-bill data passed to the filer at booking | Filer (carrier / forwarder) |
| Importer details missing from battery and packaging | Importer in Cyprus | Address block sent to the factory before packing | Manufacturer / importer |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
