Lithium batteries for Tuktoyaktuk go from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment. On the way they face a great-circle crossing of the North Pacific, and they arrive at the port of Tuktoyaktuk.

On the Canadian side the carrier's eManifest is due before loading and the road leg follows TDG conditions. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Qianwan export
  • One-document pilot
  • eManifest cut-off
  • CARM account
  • Bilingual labels

Where this route gets difficult

5 pain points from Qingdao to Tuktoyaktuk

In the order the cargo meets them: at the loading port, at sea, at Tuktoyaktuk and at customs in Canada.

  1. Origin port

    Shandong's provincial guide for ESS

ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  2. Origin port

One filing for transhipment between Qingdao terminals

Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.

What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  3. Sea corridor

An Arctic delivery window, June to November

Tuktoyaktuk lies in Canadian Arctic waters, where the Coast Guard's icebreaking season runs roughly from June to November and ships report to NORDREG CANADA. Outside that window, sea ice decides whether a vessel can reach the port at all.

What Anxin does: We plan Arctic deliveries around the summer season, confirm the carrier or sealift operator's schedule early and ask for the vessel's ice capability.

  4. Import country

English and French on consumer labels

Canada's consumer packaging rules require most mandatory label information on prepackaged consumer products in both English and French. Only the dealer's name and address may be in one language, and imported goods that do not state their origin need 'imported by / importé par' before it.

What Anxin does: For retail-packed goods going to Tuktoyaktuk, we check the carton and retail-box artwork for the bilingual text before production is packed.

  5. Import country

Release before payment needs security posted in CARM

Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Tuktoyaktuk, that decides whether goods can leave the terminal before the duty is settled.

What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

Documents & compliance

Documents to line up for Qingdao → Tuktoyaktuk

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

In Qingdao, before the box is loaded

  • Confirmation whether the Dagang–Qianwan one-document pilot applies; a single cargo report filed at the first port of loading
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Bilingual (English/French) retail labelling checked on artwork
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the carrier and the voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into Canada

  • Importer's CARM account and release-prior-to-payment security confirmed
  • English DG documents with a 24-hour number for the Canadian road leg

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Qingdao → Tuktoyaktuk: questions we are asked

Only if the importer is enrolled in release prior to payment with financial security posted in the CARM Client Portal. Since 20 May 2025, importers without security pay duties and taxes at release.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
