From Qingdao to Port Coquitlam, cargo moves from Shandong through Qingdao's Qianwan terminals, crosses the open North Pacific, where weather is the main risk, and is discharged at the port of Port Coquitlam.
On the Canadian side the carrier's eManifest is due before loading and the road leg follows TDG conditions. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
No canal or Red Sea passage, but a North Pacific crossing where winter storms have collapsed container stacks.
Canada checks the carrier's eManifest before loading, the importer's CARM security at release and, for consumer goods, bilingual labels.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Port Coquitlam and the Canada import file.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
The drawn corridor from Qingdao crosses the North Pacific, with no canal and no Red Sea exposure. Weather is the risk instead. In November 2020 the ONE Apus, sailing from Yantian to Long Beach, suffered a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; its owners reported that more than 1,900 containers could be lost or damaged, including up to 40 hazmat boxes.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
British Columbia's 2025 recycling amendments bring products that contain or use batteries of 5 kg or less, portable power stations and separately sold replacement batteries under producer responsibility. Producers must file an EPR plan by 15 December 2026 and run the program from 1 October 2027.
What Anxin does: For goods sold in British Columbia after landing at Port Coquitlam, we flag the 2026 plan deadline to the importer so the brand owner's EPR membership is settled before the program starts.
The Vancouver Fraser Port Authority, with other agencies, requires pre-notification before dangerous goods move within the port. Applications for dangerous goods acceptance go through its Pacific Gateway Portal, and handling must follow the Canada Shipping Act and the TDG Act.
What Anxin does: We give the carrier and its agent the complete DG data for Port Coquitlam early enough for the port authority's acceptance process, and pass the same data to the consignee's trucker.
Canada accepts IMDG marking and documentation for the truck move out of Port Coquitlam (TDG s. 9.3), provided the shipping document is legible in English or French, gives a 24-hour number and the container is placarded under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Port Coquitlam.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Stack collapse or cargo shift in a North Pacific storm | Mid-Pacific | Blocking and bracing checked before sealing; complete DG data for incident response | Packing site / carrier, checked by Anxin |
Questions
Only if the importer is enrolled in release prior to payment with financial security posted in the CARM Client Portal. Since 20 May 2025, importers without security pay duties and taxes at release.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
