Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Montreal and at customs in Canada.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
NOAA's Ocean Prediction Center has recorded hurricane-force mid-latitude storms in the North Atlantic from October to April, most often in January. The final leg to Montreal crosses those waters.
What Anxin does: For winter sailings we check blocking and bracing on stuffing photos before sealing.
The Montreal Port Authority requires a permit before any dangerous goods are moved in the port. The vessel side applies, so the carrier needs complete DG data in time to file before arrival.
What Anxin does: We make sure the carrier's DG manifest for Montreal is final well before the St Lawrence leg, so the permit is not waiting on corrections.
The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Montreal has to settle this before the first container lands.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.
The CBSA requires marine carriers to transmit cargo and conveyance data for containers at least 24 hours before loading at the foreign port, including the estimated loading time. If the data are amended electronically before departure, the 24-hour count starts again from the CBSA's acknowledgement, so a late correction can push a box for Montreal off its vessel.
What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Qingdao and avoid amendments after the filing.
