Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Hamilton and at customs in Canada.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
From December to May the Canadian Coast Guard breaks ice on the Gulf of St Lawrence and the river, and ships must clear with ECAREG CANADA 24 hours before entering, giving their ice class. Whether a winter sailing reaches Hamilton on time depends on the ship's ice capability and icebreaker routing.
What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Hamilton is ice-classed and build slack into delivery.
Canada's advance commercial information rules want container data from the carrier 24 hours before loading abroad. Change the data electronically before the ship sails and the 24 hours run again from the CBSA's acknowledgement, which is how a correction made in Qingdao can cost a container its sailing.
What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Qingdao and avoid amendments after the filing.
Canada accepts IMDG marking and documentation for the truck move out of Hamilton (TDG s. 9.3), provided the shipping document is legible in English or French, gives a 24-hour number and the container is placarded under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.
Under Ontario's Batteries Regulation, when no brand holder is resident in Canada the importer that markets batteries in Ontario is the producer. It must register with RPRA, fund collection and management, meet recovery requirements and report, even if it uses a producer responsibility organization.
What Anxin does: We ask the importer receiving goods at Hamilton whether it or the brand owner is registered with RPRA, so the obligation is clear before the goods are sold.
