From Qingdao to Coal Harbour, cargo moves through Qingdao's Qianwan terminals, crosses a North Pacific corridor with no canal or chokepoint, and is discharged at the port of Coal Harbour.
On the Canadian side the carrier's eManifest is due before loading and the road leg follows TDG conditions. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
A North Pacific crossing with no canal or chokepoint risk, but with a record of winter storms strong enough to collapse container stacks.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Coal Harbour and at customs in Canada.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
From Qingdao the drawn corridor to Coal Harbour runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
Canada's advance commercial information rules want container data from the carrier 24 hours before loading abroad. Change the data electronically before the ship sails and the 24 hours run again from the CBSA's acknowledgement, which is how a correction made in Qingdao can cost a container its sailing.
What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Qingdao and avoid amendments after the filing.
Battery-containing products, portable power stations and replacement batteries sold in British Columbia fall under a new EPR category: plans are due by 15 December 2026 and programs must operate by 1 October 2027. For goods landed at Coal Harbour, whoever counts as the producer has to be ready.
What Anxin does: For goods sold in British Columbia after landing at Coal Harbour, we flag the 2026 plan deadline to the importer so the brand owner's EPR membership is settled before the program starts.
Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Coal Harbour, that decides whether goods can leave the terminal before the duty is settled.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Coal Harbour.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Stack collapse or cargo shift in a North Pacific storm | Mid-Pacific | Blocking and bracing checked before sealing; complete DG data for incident response | Packing site / carrier, checked by Anxin |
| Container rolled after a late eManifest amendment | Loading port | Data final before filing | Carrier, with data from Anxin |
| Goods held at release until duties and taxes are paid | Canadian port of discharge | CARM security checked at quotation | Importer / broker |
Questions
Yes. TDG s. 9.3 allows IMDG documentation and marks for an international consignment going to or from a port, provided the document is legible in English or French and carries a 24-hour number.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
