From Qingdao to Mina Salman, cargo moves from Shandong through Qingdao's Qianwan terminals, crosses an Arabian Sea passage where GNSS interference is reported off the Gulf of Oman, and is discharged at the port of Mina Salman.
On the Bahraini side a licensed clearing agent normally lodges the bill of entry ahead of arrival. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
Bahrain expects the bill of entry before import, usually through a licensed clearing agent.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Mina Salman and the Bahrain import file.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
CINS lists high temperature inside the container among the key transport risks for lithium-ion cargo. Its guidance prefers on-deck stowage away from heat sources and always protected from direct sunlight; the Zhejiang MSA guide adds shading for on-deck boxes and temperature-monitored holds for under-deck stowage. On a warm corridor, where the container sits on the ship matters.
What Anxin does: We pass the carrier the stowage preference (away from heat, shaded) as a booking remark and ask how it will be handled; the carrier's stowage planner makes the final decision.
In Bahrain the customs bill of entry comes before the import, not after discharge, and the usual route is a registered, licensed clearing agent working to Bahrain Customs procedures.
What Anxin does: We ask the importer which licensed clearing agent will lodge the bill of entry and send that agent the invoice, packing list and DG details as soon as the ship sails from Qingdao.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Bahrain before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Mina Salman.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Monsoon seas cause cargo shift or delays | Arabian Sea, Jun–Sep | CINS stuffing checks; slack in the delivery plan | Packing site / carrier |
| Heat build-up in the container | On deck in warm waters | Stowage remark to the carrier (away from heat, shaded); cargo packed for airflow per CINS | Carrier, requested by Anxin |
| Bill of entry not ready when the box lands | Bahrain Customs | Clearing agent briefed when the ship sails | Importer / clearing agent |
Questions
The importer or its local agent completes the bill of entry before import; a registered, licensed clearing agent is recommended.
Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
