Lithium batteries for Geraldton go through Qingdao's Qianwan terminals. On the way they face a southward passage towards Oceania, and they arrive at the port of Geraldton.

On the Australian side the ABF, the biosecurity rules and the state port authority each want paperwork early. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Fog season Apr–Jul
  • Qianwan export
  • ICS cargo report
  • Packing declaration
  • State DG notice

The Qingdao → Geraldton route in brief

Asia – Australia, New Zealand & the Pacific Islands

A southward run towards Oceania, into Australia's November–April cyclone season and, for Australia, the BMSB season from September to April.

Where this route gets difficult

What to watch between Qingdao and Geraldton: 5 points

They run from the Qingdao terminal through the voyage to Geraldton and the Australia import file.

  1. Origin port

Moving between Qingdao terminals should not mean filing twice

Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.

What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Origin port

    Shandong's provincial guide for ESS

ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  3. Sea corridor

Makassar and Lombok: Indonesia's sea lane II

Ships for Geraldton take the Makassar Strait and the Lombok Strait, the line of Indonesia's archipelagic sea lane II under IMO resolution MSC.72(69). It is a well-used route, but it keeps the ship in Indonesian waters for several days.

What Anxin does: We make sure the DG declaration and emergency response information are complete and travel with the ship's documents for the whole voyage to Geraldton.

  4. Import country

A packing declaration and ISPM 15 timber

Australia's biosecurity rules ask the packer of an FCL container for a packing declaration: no straw or soil in the packaging, the ISPM 15 status of any timber, and a statement that the container was cleaned. Battery pallets and crates are usually wood, so the declaration for Geraldton depends on how the goods were packed in Qingdao.

What Anxin does: We check that the pallets are ISPM 15 marked and that the packer's declaration is signed before the container leaves Qingdao.

  5. Import country

ICS cargo reporting runs from the first Australian port

On a voyage from Qingdao the cargo report must reach the ABF's Integrated Cargo System 48 hours before arrival at the first Australian port. For Geraldton that may be an earlier call on the coast, which brings the deadline forward.

What Anxin does: We give the carrier and any NVOCC final house bill data at booking, so the cargo report for Geraldton is lodged on time and matches the DG declaration.

Documents & compliance

What to have ready: Qingdao to Geraldton

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Qingdao end

  • Confirmation whether the Dagang–Qianwan one-document pilot applies; a single cargo report filed at the first port of loading
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Signed packing declaration and ISPM 15 marks on timber

For the carrier and the voyage

  • Transhipment port confirmed and shipped-on-board date on the bill of lading (BMSB season)
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For import into Australia

  • Consumer products with button cells tested and packed to the ACCC standard

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the Australia import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Qingdao → Geraldton route

At least 48 hours before the ship reaches its first Australian port, for voyages of 48 hours or more such as those from China.

Chapter 85 goods are target high-risk goods. China is an emerging risk country, so goods shipped from China between 1 September and 30 April may be selected for random inspection; transhipment through a target risk country can make treatment mandatory.

Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
