Qingdao to Fremantle
Yellow Sea · East China Sea · Taiwan Strait · South China Sea · Sulu Sea · Celebes Sea · Makassar Strait · Lombok Strait
This route runs through Qingdao's Qianwan terminals, then follows a long corridor south from the China coast, across the equator; at the far end is the port of Fremantle.
On the Australian side the ABF, the biosecurity rules and the state port authority each want paperwork early. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
A southward run towards Oceania, into Australia's November–April cyclone season and, for Australia, the BMSB season from September to April.
For Australia, the cargo report, the packing declaration and the state's DG notice all come before arrival.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Fremantle and at customs in Australia.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
The first part of the route passes the western North Pacific typhoon area, which averages 25.1 typhoons a year, peaking in August and September (Japan Meteorological Agency, 1991–2020).
What Anxin does: For July–October sailings we confirm DG cut-offs a week ahead and refile promptly if the vessel changes.
Fremantle Ports requires dangerous cargo to be notified through Voyager VDC at least 48 hours before the ship enters port waters or berths. On a ship from Qingdao the carrier's agent files it for Fremantle from the DG data in the booking.
What Anxin does: We give the carrier the UN number, class, packing group and quantity at booking so the Fremantle notification is not waiting on cargo details.
On a voyage from Qingdao the cargo report must reach the ABF's Integrated Cargo System 48 hours before arrival at the first Australian port. For Fremantle that may be an earlier call on the coast, which brings the deadline forward.
What Anxin does: We give the carrier and any NVOCC final house bill data at booking, so the cargo report for Fremantle is lodged on time and matches the DG declaration.
Wooden pallets and crates under battery cargo must be ISPM 15 treated and marked, and the packer declares that the container was cleaned and free of unacceptable packaging. Missing or inconsistent paperwork can send the container for Fremantle to inspection.
What Anxin does: We check that the pallets are ISPM 15 marked and that the packer's declaration is signed before the container leaves Qingdao.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Australia import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Container sent for biosecurity inspection over packing paperwork | Australian port of discharge | Signed packing declaration; ISPM 15 timber | Packer, checked by Anxin |
| Late cargo report delays release | First Australian port | House bill data sent early | Carrier / NVOCC |
Questions
Unacceptable packaging such as straw or soil, the ISPM 15 status of any timber and a statement that the container was cleaned.
Yes. The Broome-Exmouth coast is Australia's most cyclone-prone, with about five cyclones a season offshore between November and April.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
