Ningbo-Zhoushan (Beilun / Meishan)
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
South & Southeast Asia · sea freight from Ningbo
Ningbo to Saigon Port
East China Sea · Taiwan Strait · South China Sea
This route runs from Zhejiang's battery and energy-storage makers via Ningbo-Zhoushan, then follows Southeast Asian waters, with their typhoon and monsoon seasons; at the far end is the port of Saigon Port.
On the Vietnamese side the manifest deadline is short and importers carry an EPR obligation for batteries. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
A Southeast Asian sea route with no canal: typhoons from summer to autumn, the north-east monsoon from November to March, and relays through Singapore or other hubs for smaller ports.

Where this route gets difficult
They run from the Ningbo terminal through the voyage to Saigon Port and the Vietnam import file.
Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
The Japan Meteorological Agency counts an average of 25.1 typhoons a year in the western North Pacific, most of them in August and September. On the run to Saigon Port a storm can shut the loading port in China or the discharge port for a day or more, and the dangerous goods filings then have to follow the box to its next vessel.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Since 15 August 2025, Decree 167/2025 requires the e-manifest, bill of lading data and dangerous goods declaration to reach Vietnam Customs 12 hours before the ship arrives when the voyage is shorter than five days, or 24 hours before on longer voyages. From Ningbo the short limit usually applies, so the DG data must be final at booking.
What Anxin does: We send the carrier the full DG description with the booking, so the Vietnamese filing can go in on time without corrections.
Lithium batteries for mobile phones, tablets and laptops fall under Vietnam's QCVN 101. Before sale, the importer must register them for state quality inspection, test them and declare conformity, so a consignment for Saigon Port can wait in the port until that is done.
What Anxin does: For consumer batteries we ask the importer to start the QCVN 101 registration before the goods leave Ningbo, using test data from the manufacturer.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the Vietnam import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Uneven load rejected at the Ningbo packing check | Beilun / Meishan stuffing | Load plan checked before stuffing | Packing site, checked by Anxin |
| Typhoon closes a port; the box moves to a later vessel | Southeast Asian ports, Jul-Oct | Back-up vessel with DG acceptance; prompt refiling | Anxin with the carrier |
| Container held for a late or corrected DG declaration | Vietnamese port of discharge | DG data final at booking | Carrier, with data from Anxin |
Questions
Twelve hours before arrival for voyages under five days, 24 hours for longer ones, together with the e-manifest and B/L data.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
