This route runs through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide, then follows the Pacific, the Panama Canal and the Caribbean; at the far end is the port of Port Lavaca-Point Comfort.

Port Lavaca-Point Comfort means US customs filings that are due while the container is still in Ningbo, and a supply chain CBP may ask to see. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Zhejiang MSA battery guide 2026
  • Beilun / Meishan export
  • ISF filer
  • Supply-chain tracing file
  • HTS code 8507.60

Route profile

The Ningbo → Port Lavaca-Point Comfort route in brief

Origin port

Ningbo-Zhoushan (Beilun / Meishan)

Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.

Import country

United States

Section 301 duty on Chinese lithium-ion batteries at 25% since January 2026, UFLPA scrutiny of lithium supply chains, ISF 24 hours before loading, and a US-only marking rule for SP188 packages.

Where this route gets difficult

Where Ningbo → Port Lavaca-Point Comfort shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at Port Lavaca-Point Comfort and at customs in United States.

  1. Origin port

Fewer MSA papers at Ningbo, but the carrier still wants the UN38.3

Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.

What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.

  2. Sea corridor

North Pacific winter storms before the canal

NOAA's Ocean Prediction Center has recorded hurricane-force North Pacific storms in every month from October to April, most often in December. The Pacific leg to Panama crosses that ocean.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing.

  3. Import country

Where the lithium came from: UFLPA questions at entry

Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Port Lavaca-Point Comfort can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.

What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  4. Import country

AMS: the manifest CBP sees before the ship leaves Ningbo

Under 19 CFR 4.7 the carrier's cargo declaration must be in CBP's Automated Manifest System 24 hours before loading abroad. Without it, or with inaccurate data, the permit to unlade the container at Port Lavaca-Point Comfort can be delayed or refused.

What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Ningbo, so the AMS filing and the DG manifest say the same thing.

  5. Import country

CPSC certificate data now filed at entry

Since 8 July 2026, importers of consumer products that are subject to a CPSC certification requirement must electronically file the certificate data at entry; goods entered from a Foreign Trade Zone follow on 8 January 2027. Whether a battery-powered product is caught depends on the rules that apply to that product, not on the battery alone.

What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

Documents & compliance

Documents to line up for Ningbo → Port Lavaca-Point Comfort

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Ningbo end

  • UN38.3 test summary for the carrier (not required at the Zhejiang MSA cargo-report stage)
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the carrier and the voyage

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label

At the United States end

  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request
  • Importer of record and the licensed customs broker who will file the entry
  • ISF filer named; stuffing location and consolidator sent right after packing

Match the details first

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Port Lavaca-Point Comfort.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Ningbo to Port Lavaca-Point Comfort

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
