Lithium batteries for Port Everglades go through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers. On the way they face a corridor through the Panama Canal, and they arrive at the port of Port Everglades.

Port Everglades means US customs filings that are due while the container is still in Ningbo, and a supply chain CBP may ask to see. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Zhejiang MSA battery guide 2026
  • Beilun / Meishan export
  • Supply-chain tracing file
  • HTS code 8507.60
  • ISF filer

Route profile

What sets Ningbo → Port Everglades apart

Sea corridor

Asia – Americas via the Panama Canal

Gatun Lake levels set how much a ship can load through Panama; the Caribbean leg then crosses hurricane waters from June to November.

Import country

United States

US entry hinges on filings made in China (ISF and AMS), a traceable lithium supply chain and a road leg that is regulated as a hazmat move.

Where this route gets difficult

5 pain points from Ningbo to Port Everglades

They run from the Ningbo terminal through the voyage to Port Everglades and the United States import file.

  1. Origin port

Fewer MSA papers at Ningbo, but the carrier still wants the UN38.3

Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.

What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.

  2. Sea corridor

North Pacific winter storms before the canal

NOAA's Ocean Prediction Center has recorded hurricane-force North Pacific storms in every month from October to April, most often in December. The Pacific leg to Panama crosses that ocean.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing.

  3. Import country

Button and coin cells: Reese's Law

Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.

What Anxin does: When a shipment for Port Everglades includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

  4. Import country

A monitored US emergency number for the truck leg

The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Port Everglades, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  5. Import country

Unentered battery containers go to General Order after 15 days

A container landed at Port Everglades without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Port Everglades, and chase any missing invoice or HTS detail while the ship is still at sea.

Documents & compliance

Documents to line up for Ningbo → Port Everglades

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Ningbo

  • UN38.3 test summary for the carrier (not required at the Zhejiang MSA cargo-report stage)
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

At the United States end

  • 24-hour emergency response number (and provider reference) for the US road leg
  • ISF filer named; stuffing location and consolidator sent right after packing
  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Ningbo → Port Everglades: questions we are asked

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
