Where this route gets difficult
Loading port first, then the sea leg, then Port Arthur and the United States market.
Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
The Panama Canal Authority sets the maximum draft in the Neopanamax locks according to Gatun Lake levels. In September 2026 it postponed a planned cut from 14.63 m to 14.48 m that was due on 1 October (advisory A-33-2026). A lower limit means ships transiting the new locks can load less.
What Anxin does: We check the canal advisory in force when we quote for Port Arthur and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.
Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.
What Anxin does: When the shipper declares SP188 for a Port Arthur booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.
A container landed at Port Arthur without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Port Arthur, and chase any missing invoice or HTS detail while the ship is still at sea.
Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.
What Anxin does: When a shipment for Port Arthur includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.
