Where this route gets difficult

5 pain points from Ningbo to Pittsburg

In the order the cargo meets them: at the loading port, at sea, at Pittsburg and at customs in United States.

  1. Origin port

    Feeder from a Zhejiang river port: one cargo report, if done right

    Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.

    What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  2. Sea corridor

    Hurricane-force winter storms, October to April

    NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

    What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  3. Import country

    Unentered battery containers go to General Order after 15 days

    A container landed at Pittsburg without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

    What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Pittsburg, and chase any missing invoice or HTS detail while the ship is still at sea.

  4. Import country

    UFLPA: lithium became a high-priority sector in August 2025

    DHS added lithium to the Uyghur Forced Labor Prevention Act high-priority sectors in August 2025. By then CBP had stopped more than 16,700 shipments for UFLPA examination. For battery importers the practical effect is that CBP can ask where cells, cathode and lithium compounds came from, and a shipment waits while the importer answers.

    What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  5. Import country

    E-bike batteries for California need an accredited test

    Since 1 January 2026 California SB 1271 bars distributing or selling an e-bike, powered mobility device or its storage battery unless the battery has been tested by an accredited laboratory to a standard referenced in UL 2849 or EN 15194, and the laboratory's logo and the test standard are displayed. Importers must hand over the test report on request.

    What Anxin does: For e-mobility batteries arriving at Pittsburg for the California market, we ask for the accredited test report and label photos before booking.

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024.
