This route runs from Zhejiang's battery and energy-storage makers via Ningbo-Zhoushan, then follows a North Pacific corridor with no canal or chokepoint; at the far end is the port of Humboldt Bay.

The United States applies Section 301 and UFLPA scrutiny to Chinese lithium batteries and wants its manifest data before loading. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Zhejiang MSA battery guide 2026
  • Beilun / Meishan export
  • ISF filer

Route profile

How Ningbo → Humboldt Bay differs from other lanes

Origin port

Ningbo-Zhoushan (Beilun / Meishan)

Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.

Import country

United States

Section 301 duty on Chinese lithium-ion batteries at 25% since January 2026, UFLPA scrutiny of lithium supply chains, ISF 24 hours before loading, and a US-only marking rule for SP188 packages.

Where this route gets difficult

Where Ningbo → Humboldt Bay shipments get held up: 5 points

Loading port first, then the sea leg, then Humboldt Bay and the United States market.

  1. Origin port

Weight balance and stowage under Zhejiang's guide

Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.

What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.

  2. Sea corridor

An open-ocean crossing where weather is the main risk

From Ningbo the drawn corridor to Humboldt Bay runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.

What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  3. Import country

AMS: the manifest CBP sees before the ship leaves Ningbo

Under 19 CFR 4.7 the carrier's cargo declaration must be in CBP's Automated Manifest System 24 hours before loading abroad. Without it, or with inaccurate data, the permit to unlade the container at Humboldt Bay can be delayed or refused.

What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Ningbo, so the AMS filing and the DG manifest say the same thing.

  4. Import country

    California's battery-embedded product rules since January 2026

Under California SB 1215, consumers have paid a recycling fee on covered battery-embedded products since 1 January 2026, and those products must be labelled with the maker's name or brand and the battery chemistry, or give that information on the maker's website. Manufacturers must also list covered and exempt products in an annual notice to retailers and CalRecycle.

What Anxin does: If the goods landing at Humboldt Bay are devices with built-in batteries for sale in California, we ask the brand owner to confirm the chemistry labelling and the CalRecycle notice before shipping.

  5. Import country

'China' has to be marked on each article or its container

19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Humboldt Bay without it can be held until they are marked.

What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Ningbo, rather than leaving it for re-marking in a US warehouse.

Documents & compliance

Checklist for Ningbo → Humboldt Bay

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Ningbo, before the box is loaded

  • Load plan showing no half of the container carries more than 60% of the weight
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the carrier and the voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

At the United States end

  • CPSC certificate data and eFiling arrangement, if the product is subject to certification
  • 24-hour emergency response number (and provider reference) for the US road leg

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Ningbo filings, the carrier booking and the United States import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Ningbo to Humboldt Bay

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
