This route runs through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers, then follows a great-circle crossing of the North Pacific; at the far end is the port of Honolulu.

Honolulu means US customs filings that are due while the container is still in Ningbo, and a supply chain CBP may ask to see. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

Route profile

What sets Ningbo → Honolulu apart

Sea corridor

Transpacific (North Pacific)

A North Pacific crossing with no canal or chokepoint risk, but with a record of winter storms strong enough to collapse container stacks.

Import country

United States

Section 301 duty on Chinese lithium-ion batteries at 25% since January 2026, UFLPA scrutiny of lithium supply chains, ISF 24 hours before loading, and a US-only marking rule for SP188 packages.

Where this route gets difficult

Where Ningbo → Honolulu shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at Honolulu and at customs in United States.

  1. Origin port

Weight balance and stowage under Zhejiang's guide

Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.

What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.

  2. Sea corridor

    Winter storms with hurricane-force winds

NOAA's Ocean Prediction Center found hurricane-force winds (64 knots and above) in North Pacific mid-latitude storms in every month from October to April, peaking in December, with 15 to 23 such storms per season in its 2001–2004 records. They are not typhoons, so they do not follow the tropical calendar.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  3. Import country

    Section 301 at 25% on lithium-ion non-EV batteries from January 2026

USTR's 2024 review moved lithium-ion batteries of HTSUS 8507.60.0020 (the 'other', non-passenger-EV line) from a 7.5% to a 25% additional duty for entries from 1 January 2026; EV traction batteries under 8507.60.0010 reached 25% in 2024. Other China-specific duties can stack on top and change with little notice, so the landed cost depends on the exact classification and entry date.

What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.

  4. Import country

The emergency response number has to be answered live

US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Honolulu by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  5. Import country

CPSC eFiling for certified consumer products

Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Honolulu.

What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

Documents & compliance

Checklist for Ningbo → Honolulu

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Ningbo end

  • Load plan showing no half of the container carries more than 60% of the weight
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

Carrier and voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in United States

  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)
  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request
  • 24-hour emergency response number (and provider reference) for the US road leg

Match the details first

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Honolulu.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Ningbo to Honolulu

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
