Where this route gets difficult
Loading port first, then the sea leg, then Chicago and the United States market.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Atlantic hurricanes run from 1 June to 30 November, with the peak around 10 September and most storms between mid-August and mid-October, on the approach to Chicago.
What Anxin does: For August–October arrivals we plan slack and pass the carrier's revised arrival to your consignee.
For lithium-ion batteries entered from 1 January 2026 USTR set the Section 301 additional duty on HTSUS 8507.60.0020 (the non-EV line) at 25%, the level EV batteries under 8507.60.0010 reached in 2024. Other China-specific duties can be added and change at short notice, so the classification and the entry date both move the landed cost at Chicago.
What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.
US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Chicago by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
Since 1 January 2026 producers selling covered batteries, or products containing them, in or into Illinois must take part in an approved battery stewardship plan through a stewardship organization, and no one may sell them in the state otherwise (Public Act 103-1033).
What Anxin does: For batteries arriving in Chicago for sale in Illinois, we ask the importer which stewardship organization the producer belongs to before the goods ship.
