Where this route gets difficult
Loading port first, then the sea leg, then Boston and the United States market.
Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Between October and April the North Atlantic off the US East Coast sees mid-latitude storms with hurricane-force winds, most often in January according to NOAA's Ocean Prediction Center, and that is the water the ship crosses on its way to Boston.
What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.
Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Boston can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.
What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.
For lithium-ion batteries entered from 1 January 2026 USTR set the Section 301 additional duty on HTSUS 8507.60.0020 (the non-EV line) at 25%, the level EV batteries under 8507.60.0010 reached in 2024. Other China-specific duties can be added and change at short notice, so the classification and the entry date both move the landed cost at Boston.
What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.
Since 8 July 2026, importers of consumer products that are subject to a CPSC certification requirement must electronically file the certificate data at entry; goods entered from a Foreign Trade Zone follow on 8 January 2027. Whether a battery-powered product is caught depends on the rules that apply to that product, not on the battery alone.
What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.
