  1. Origin port

    Ningbo drops two MSA papers, carriers still check them

    Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.

    What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.

  2. Origin port

    Weight balance and stowage under Zhejiang's guide

    Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.

    What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.

  3. Sea corridor

    Panama's draft limit depends on the lake

    The Panama Canal Authority sets the maximum draft in the Neopanamax locks according to Gatun Lake levels. In September 2026 it postponed a planned cut from 14.63 m to 14.48 m that was due on 1 October (advisory A-33-2026). A lower limit means ships transiting the new locks can load less.

    What Anxin does: We check the canal advisory in force when we quote for Baton Rouge and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  4. Import country

    Where the lithium came from: UFLPA questions at entry

    Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Baton Rouge can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.

    What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  5. Import country

    A monitored US emergency number for the truck leg

    The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Baton Rouge, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

    What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  6. Import country

    Demurrage and detention invoices must follow FMC rules

    Battery containers held for DG checks or paperwork can run up demurrage and detention at Baton Rouge. Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.

    What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.
