Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Alexandria (Virginia) and at customs in United States.
Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
The last leg north to Alexandria (Virginia) runs up the US East Coast in the North Atlantic, where NOAA's Ocean Prediction Center has recorded hurricane-force mid-latitude storms in every month from October to April, most often in January.
What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.
The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Alexandria (Virginia), the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Alexandria (Virginia) without it can be held until they are marked.
What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Ningbo, rather than leaving it for re-marking in a US warehouse.
Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.
What Anxin does: When a shipment for Alexandria (Virginia) includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
