Asia – Arabian Sea & the Gulf
The Arabian Sea in the monsoon season, GNSS jamming near the Gulf of Oman and, for ports inside the Gulf, a Hormuz passage rated SEVERE in September 2026.

From Ningbo to Khalifa Port, cargo moves through Ningbo-Zhoushan, crosses an Arabian Sea passage where GNSS interference is reported off the Gulf of Oman, and is discharged at a port where dangerous goods are notified to AD Ports a day or two before arrival, container by container.
In the UAE, battery systems for solar and storage can need MoIAT certification before customs will release them. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
The Arabian Sea in the monsoon season, GNSS jamming near the Gulf of Oman and, for ports inside the Gulf, a Hormuz passage rated SEVERE in September 2026.
MoIAT certification for batteries used in renewable-energy systems, an importer licensed in the right emirate or free zone, and a packing list with an HS code on every line.

Where this route gets difficult
They run from the Ningbo terminal through the voyage to Khalifa Port and the United Arab Emirates import file.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
The AD Ports guideline lists lithium batteries under IMDG class 9 and warns that class 9 articles must not be assumed compatible with one another or to share a risk profile. If a container leaks, the agent must amend the declaration at once and provide the SDS, the container manifest and 24-hour contacts for the haulier, the storage site and the importer.
What Anxin does: We collect a current SDS for every battery type in the container and the importer's 24-hour contact before loading in Ningbo.
A UAE import is tied to a trade licence: mainland imports need a licence from the emirate's Department of Economic Development, while a free zone licence covers that free zone only. The consignee on the bill of lading for Khalifa Port has to hold the licence that matches the goods' destination.
What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.
Cells and batteries are one of the product groups in MoIAT's renewable-energy control system, alongside PV modules and inverters. For storage batteries landed at Khalifa Port, an ECAS or EQM certificate is part of customs clearance, not something to arrange after discharge.
What Anxin does: Before booking we ask the UAE importer whether the batteries are sold for renewable-energy use and, if so, for the MoIAT certificate reference, and we match the model list on it against the packing list.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for United Arab Emirates before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Khalifa Port.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Monsoon seas cause cargo shift or delays | Arabian Sea, Jun–Sep | CINS stuffing checks; slack in the delivery plan | Packing site / carrier |
| Storage batteries held for missing MoIAT certification | UAE customs | Certificate reference checked before booking | Importer |
| Consignee not licensed for the emirate or mainland | UAE customs | Consignee licence confirmed at booking | Importer |
Questions
The delivery order from the shipping agent, the commercial invoice, a chamber-approved certificate of origin, a packing list with weight, packing method and HS code per item, and the bill of entry.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
