Lithium batteries for Mersin go through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers. On the way they face a Bab el-Mandeb and Suez passage into the Mediterranean, and they arrive at a port that checks the IMO class on its lists against the container and penalises every mismatch.
On the Turkish side battery importers need TAP membership and a TAREKS environmental compliance permit. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
IMO class numbers on every loading and discharge list, with a penalty per container when the lists and the box disagree.
Türkiye inspects battery imports through TAREKS before the customs declaration, and importers must be in the TAP collection system.

Where this route gets difficult
They run from the Ningbo terminal through the voyage to Mersin and the Turkey import file.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Mersin the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Mersin uses and name it on the quote, together with any war-risk or emergency surcharge.
At Mersin, the discharge list has to carry the IMO class of every DG container; a mismatch with the box, or a container declared dangerous only after it has been landed, draws a per-container label penalty.
What Anxin does: We book lithium batteries as class 9 from the start and check the placards in the sealed-container photos, so the discharge list for Mersin and the box agree.
For Mersin, Turkish customs wants the entry summary declaration 24 hours before loading in China, filed electronically to the office of discharge; the carrier is answerable for third-party filings, and an arrival notification follows when the ship docks.
What Anxin does: We give the carrier or filer the consignee details, HS-level description and DG data at booking, well before the Ningbo cut-off.
Türkiye charges a recovery contribution (GEKAP) on batteries placed on the market, imports included, payable to the Ministry of Treasury and Finance under Environment Law No. 2872. It is the importer's liability, but the quantities and battery types on the invoice and packing list are what it is calculated from.
What Anxin does: We make sure the invoice and packing list give battery type, quantity and weight per line, so the importer can calculate GEKAP from the shipping documents.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the Turkey import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| IMO label penalty for a list mismatch | Mersin International Port | Class 9 booked and placarded from origin | Carrier / shipper |
| Entry summary late and the box is not loaded | Loading port, Ningbo | Filing data passed at booking | Carrier / filer |
Questions
Yes. Under Communiqué 2017/15 battery imports go through a risk-based TAREKS inspection before the customs declaration is registered.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
