From Ningbo to Istanbul (Haydarpasa), cargo moves through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide, crosses a corridor through the Turkish Straits, and is discharged at the port of Istanbul (Haydarpasa).
Türkiye wants the entry summary declaration 24 hours before the container is loaded in China. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Suez, the Aegean and the Turkish Straits, with a 24-hour DG sailing plan before the Bosporus and, since September 2026, almost the whole Black Sea on the war-risk list.
CE evidence, a TAREKS check and a clean invoice with HS codes are what Turkish customs looks for on batteries.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Istanbul (Haydarpasa) and at customs in Turkey.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
To reach the Black Sea a ship passes Suez. Mediterranean-type services took the Red Sea routing 57% of the time in September 2026, and the JMIC rated Bab el-Mandeb SUBSTANTIAL, with the Houthis in control of Perim Island in the channel.
What Anxin does: We ask the carrier which routing the service uses and name it on the quote.
Turkish rules forbid distributors from selling battery brands that are not covered by a collection system, and require them to take back waste batteries free of charge. A brand shipped to Istanbul (Haydarpasa) before its importer has joined the system can end up unsellable in Turkish retail.
What Anxin does: We ask the importer to confirm the brand is registered in its collection system before the first shipment leaves Ningbo.
For Istanbul (Haydarpasa), Turkish customs wants the entry summary declaration 24 hours before loading in China, filed electronically to the office of discharge; the carrier is answerable for third-party filings, and an arrival notification follows when the ship docks.
What Anxin does: We give the carrier or filer the consignee details, HS-level description and DG data at booking, well before the Ningbo cut-off.
A battery container landed at Istanbul (Haydarpasa) cannot be declared to customs until the TAREKS import inspection under Communiqué 2017/15 is done; the system selects checks by risk analysis, and the importer answers for compliance.
What Anxin does: We send the importer the manufacturer's declaration of conformity, test reports and product photos before loading, for its TAREKS application.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Turkey before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Istanbul (Haydarpasa).
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Entry summary late and the box is not loaded | Loading port, Ningbo | Filing data passed at booking | Carrier / filer |
| TAREKS inspection delays the customs declaration | Port of discharge | Conformity documents sent before loading | Importer / manufacturer |
Questions
Yes. Under Communiqué 2017/15 battery imports go through a risk-based TAREKS inspection before the customs declaration is registered.
A Sailing Plan 1 to the Turkish Straits VTS at least 24 hours before entry, including the dangerous cargo classes on board.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
