Lithium batteries for Yanbu go through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers. On the way they face an approach through Bab-el-Mandeb into one of the world's warmest seas, and they arrive at the port of Yanbu.

What to watch between Ningbo and Yanbu: 6 points

Listed from loading in Ningbo to import into Saudi Arabia, each with what we do about it.

  1. Origin port

    Feeder from a Zhejiang river port: one cargo report, if done right

    Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.

    What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  2. Origin port

    Zhejiang's weight-balance and stowage rules

    Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.

    What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.

  3. Sea corridor

    Shade and distance from heat on the last leg

    The last leg to Yanbu runs through one of the world's warmest seas, and China MSA guidance asks for battery containers stowed on deck to be shaded from direct sun and kept clear of heat sources.

    What Anxin does: We put the stowage request (shaded, away from heat) on the booking and in the DG declaration remarks.

  4. Import country

    Two SABER certificates, one of them per shipment

    Electrical batteries, including rechargeable lithium cells and packs, fall under SASO's Technical Regulation for Electrical Batteries. The importer needs a SABER product certificate from a SASO-notified body, backed by accredited test reports and a factory audit, and then a separate shipment certificate for every consignment. A product certificate alone does not clear a container at Yanbu.

    What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.

  5. Import country

    Manifest data in FASAH 72 hours before the ship arrives

    Since 29 October 2025 the Saudi ports authority and ZATCA want cargo manifest data in FASAH at least 72 hours before arrival for ships coming from distant ports such as Ningbo, and late filing is fined. From 1 May 2026 the manifest must also carry the 6-digit HS code, cargo size data and, for dangerous goods, their type and details; a manifest with inaccurate data is rejected.

    What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Yanbu is complete well before the 72-hour point.

  6. Import country

    Palletised stuffing is now the Saudi norm

    Saudi Arabia has required containerised imports to be palletised since May 2025, with a 12-month phase-in and approval-only exemptions for bulk, heavy or oversized goods, so battery cartons loose on the container floor are not an option for Yanbu.

    What Anxin does: We plan the stuffing in Ningbo on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

Documents to line up for Ningbo → Yanbu

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Common questions on the Ningbo → Yanbu route

No. The product certificate covers the model; each consignment also needs its own shipment certificate issued through SABER. We ask for the product certificate before booking and remind the importer to request the shipment certificate once the invoice and packing list are final.

Either through Bab-el-Mandeb, on the same vessel or after transhipment, or the long way round Africa and south through the Suez Canal. Container lines were being selective in September 2026, so we ask each carrier for its current routing and name it, with any risk surcharge, in the quote.

Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
