Where this route gets difficult
They run from the Ningbo terminal through the voyage to Jubail and the Saudi Arabia import file.
Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Jubail lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.
What Anxin does: We ask each carrier whether it is currently calling at Jubail, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.
Since 8 May 2025, phased in over 12 months, containerised imports at Saudi ports have to be palletised to speed up handling and inspection. Exemptions exist for goods that cannot be palletised, such as bulk or oversized items, but only with approval. Floor-loaded battery cartons from Ningbo fall outside the rule.
What Anxin does: We plan the stuffing in Ningbo on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.
Labels must be in Arabic, or Arabic and English, firmly fixed, and must carry the product name and model, the brand or manufacturer, 'Made in China', the supplier's name and address, whether the battery is rechargeable, and its ratings. A carton printed only in English or Chinese, or with a model number that differs from the SABER record, is a common reason for a hold.
What Anxin does: We compare the label and carton photos from the factory with the model list on the certificate before stuffing, and send any mismatch back to the shipper while it can still be fixed in Ningbo.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the Saudi Arabia import papers. We compare all three before confirming space.

Yes, as a rule. Saudi ports have required palletised containerised imports since 8 May 2025, with exemptions only by approval for goods that cannot be palletised.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
