Where this route gets difficult

What to watch between Ningbo and Constanta: 5 points

They run from the Ningbo terminal through the voyage to Constanta and the Romania import file.

  1. Origin port

    Zhejiang's weight-balance and stowage rules

    Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.

    What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.

  2. Origin port

    Feeder from a Zhejiang river port: one cargo report, if done right

    Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.

    What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  3. Sea corridor

    Suez first, and Bab el-Mandeb before that

    The Black Sea is reached through Suez. Mediterranean-type services used the Red Sea routing 57% of the time in September 2026, and the JMIC rated Bab el-Mandeb SUBSTANTIAL, with the Houthis holding Perim Island in the channel.

    What Anxin does: We ask the carrier which routing the service uses and name it on the quote.

  4. Import country

    A producer registration in Romania before the first sale

    The Battery Regulation makes registration national: whoever first makes batteries available in Romania must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Romania cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Romania.

    What Anxin does: At booking we ask which company is the producer of record in Romania and for its registration number there, so a missing registration surfaces while the goods are still in Ningbo rather than after discharge in Constanta.

  5. Import country

    Mercury, cadmium and lead limits in portable batteries

    Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Romania can ask the importer to show that the goods meet these limits.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Romania importer; we do not test batteries.

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Romania requires. Both have applied since 18 August 2024.
